The meeting was
called to order by Jon Barber at 4:05 p.m. at the
Crosswinds Restaurant.
Jon announced the
reason for the Open Meeting was to vote on the Requests
for Bids (RFBs) for the terminal (operations) building,
t- hangars and helicopter base.
Public Comments:
Jim Garner:
Referring to Minimum Qualification of Bidders, he stated
item #1 on page 1 should be stricken from the RFBs.
(The bidder is a licensed and bonded commercial building
contractor.) He stated anyone constructing the
buildings would be a licensed contractor. However, the
person bidding may be the investor who would hire the
contractor. His contention being it might limit the
bidders.
His other issue, on
page 3 of the Helicopter facility RFB and on page 4 of
the Hangar facilities RFB, concerned time limits for the
building permits. (Under Special Provisions: If
building permits are not secured by the winning bidder
within 12 months following the bid award, the award
automatically becomes null and void. At that time PRAA
will solicit new bids for ground lease(s) as
necessary.) Jim commented that this statement should be
better defined. Depending on how long it takes to forge
a contract, submit plans, and acquire approval, there
may not be enough time to acquire the building permits.
It was decided the statement should read...within 12
months following the Notice to Proceed the award
automatically becomes null and void unless extended by
mutual agreement.
Jon then stated Item
#1 on page one, as referred to by Jim Garner, will be
stricken.
Jim Garner also
pointed out that the:

Payson Airport
Ground Lease for Aircraft Hangars Bid;
-
Payson Airport
Ground Lease Bid, and;
-
Payson Airport
Ground lease for Helicopter Hangar, Heliport and
Crew Quarters Bid.
In the bid packages
contain reference to the licensed contractor.
Therefore, line two of the above referenced bid sheets
which reads: Confirms that they are a licensed and
bonded commercial building contractor in the State of
Arizona, will be stricken from all three bid packages.
To make sure all
references to the bidders being licensed contractors are
stricken from the bid package, the request will be made
to La Ron Garrett, who will be redrafting the
documents. Also, on page one the contact for questions
will be changed to read: Jon Barber (phone #) and Bob
Pearson (phone #), removing Gary Spragins from contact.
Jon decided it would
be advantageous to bidders to have a Pre-Bid meeting,
allowing interested parties to gather and have questions
answered. The notice will be included in the bid
postings of Sept. 25th and Oct. 2nd. This meeting will
be held Thursday, October 8th at 2:00 p.m. at Town Hall.
Gary wished to have
his dissenting vote noted with regards to changing the
bid package from one package to three. He stated he
felt one package would be more attractive to an investor
because he would have more area to spread the risk, over
three different projects. He also felt the heliport
would stand a better chance of being bid.
Dick Mumma moved to
accept the three bid packages as amended. Bob Pearson
Seconded the motion and it passed five to one.
The meeting was
adjourned at 5:00 p.m.
